As a rule of thumb, I would like to suggest that if the mailler is going to be late that one should at least call to notify the editor.

As far as fines and or penalties, it might be worthwhile to note that collection might prove to be dificult, and that as responsible adults (well ok childish ) we might be able to escape the first time with a verbal lashing or two.

A two thirds majority would work for me, as a unanimous vote might take 15 or 16 tries.
