I suspect the problem lies with your home stack. The standard Archipelago sounds were installed in your home stack way back in the beginning of (Archipelago) time. If you fiddled with or replaced your home stack, they may have been lost.

It's easy enough to check. Just peer inside the stack with ResEdit and get a listing of the snd resources. If the sounds are missing, let me know and I'll send you some new ones. If they're there, you may have some other problem, perhaps related to that new-fangled Ci of yours. Keep me posted...
