I share your instinctive fear of (gulp) rules. Frankly, the reason I pushed those first two through was mostly to establish the procedure; I hope they are harmless. As I see it, the main purpose of the ballot box is not to construct rules, but to reach decisions about the future of various on-going projects (see next card).

But I like your minority opinion idea. Therefore, I will try to include snippets from all appropriate voice cards in the Election Results HyperEssay stack.
